Question 1: I get a message “Image not available” even after I have registered and signed in. Why can’t I view these images?
Answer 1: The Russia Tver Poll Tax Census (Revision lists), 1744-1874 is a restricted image collection. FamilySearch has rights to publish images online to users from the sponsoring organization only (The Church of Jesus Christ of Latter-day Saints).

FamilySearch, however, has other resources which are available to all researchers. These online records, and many others for this area, are available on microfilm, which can viewed at the Family History Library and some FamilySearch Centers.
Another resource is to visit the Russia Genealogy Research Community on Facebook, where you can collaborate with other researchers.

Question 2: When I search for volumes 70 and 71 in this collection, why are they not there, but Volumes 69 and 72 are there?
Answer 2: Volumes 70 and 71 are missing from this collection, both online and through the Catalog. In addition there are other volumes missing. What we have is listed in the online titles and in the Catalog.
